David Baldwin joined SCF Partners in 1991 and currently is responsible for the firm’s energy transition initiatives.  In this role, he is responsible for SCF’s energy transition strategy, including identifying new platform investments, and helping SCF’s existing companies develop exposure to new energy growth markets. Previously, he was Co-President of the firm, and led SCF’s efforts financing and helping to build North American focused companies.  During his time at SCF, David has supported the creation and development of public companies National Oilwell Varco, Oil States International, Complete Production Services, Forum Energy Technologies, Select Energy Services, and Nine Energy Services.

David earned his degree in Petroleum Engineering and his MBA from the University of Texas at Austin. During his previous career as an engineer with Union Pacific Resources, David was involved in developing and commercializing the horizontal drilling techniques that ultimately led to the US “shale revolution”.  While in graduate school he worked for General Atlantic Partners, a global venture capital firm and early investor in SCF.

David’s civic activities include Greentown Labs, The Center for Pursuit, and Baylor College of Medicine, including serving as the Chairman of their Board of Trustees. In 2016, he and his wife Maire created “Pursuit for Those with Disabilities”, where they led 300 volunteers in a cross-country bicycle ride that raised $13 mm to help build a new state-of-the-art campus for The Center for Pursuit. In 2018, he was awarded the Hoover Medal of Honor for his 30+ years of work supporting persons with disabilities. He also is the co-founder of OpenMinds, a coalition of 100+ entrepreneurs, business leaders, scientists, and politicians focused on creating an equitable solution to the “Dual Energy + Climate Challenge”.  He also helped create TexE, a partnership amongst 5 Texas universities and MIT and Greentown Labs to help inspire and train future entrepreneurs and leaders focused on energy and climate innovation.

Emily Emmett is a Partner and senior leader within Bain’s Energy & Natural Resources (ENR) practice. She is based in Houston, and has also worked in Bain’s New York and London offices since joining the firm in 2005.

Emily has deep expertise in operating model and previously served as the global leader of Bain’s Operating Model solution. She works with clients across Oil & Gas, utilities, and industrial sectors to evolve their strategy and operating model to capture new opportunity and thrive through disruption and uncertainty. She brings a pragmatic lens to translating strategy into results.

Emily has led a wide range of projects with emphasis on growth strategy, operating model design and implementation, and capital deployment. In addition to more than a decade of experience working with senior corporate leaders, Emily also has extensive experience working with private equity investors on strategic due diligence and portfolio shaping. She has led the diligence of more than 50 energy and industrial assets throughout her career.

Within Bain, Emily leads the firm’s people development initiatives for the ENR practice and for Bain’s Texas offices.

Emily graduated with high honors from Rice University, and also holds an MBA from Columbia Business School. She serves on the boards of Tex-E, a nonprofit supporting energy and climate entrepreneurs, and the Houston Botanic Garden. In her free time, she enjoys interior design and gardening. She and her husband have 3 children.

Bob Harvey served as President and CEO of the Greater Houston Partnership, the Houston region’s principal business organization, from 2012 until his retirement in December 2023. His ability to convene and unite a diverse cross-section of Houston community members was a hallmark of his leadership, enabling the Partnership to address major issues effectively and positioning the Partnership as a key influencer in the region.

Prior to joining the Partnership in 2012, Bob was active in the Houston business community, first as a Senior Partner with McKinsey & Company, Inc. and then as Vice Chair of Reliant Energy.  He also served on the board of TRC Companies, an environmental services company headquartered in Windsor, Connecticut.

Harvey currently serves on the boards of Greentown Labs, TEX-E, Good Reason Houston, and the Greater Houston Community Foundation, which he chairs.  He also serves on the Advisory Board of the Rice Kinder Institute for Urban Research and the Texas A&M System Chancellor’s Century Council.

Harvey was raised in Houston, Texas, and received his bachelor’s degree in Mechanical Engineering from Texas A&M University and his MBA from Harvard Business School.

David has more than 30 years of significant energy experience. Before joining TEX-E he was a Partner at Heidrick & Struggles executive search placing executives and board members into energy companies. Prior he was a Senior Vice President in consulting and account management for more than a decade at Wood Mackenzie a leading global consulting and research firm for the energy, metals, and mining industries. Before that, he was an executive at Azurix/Enron, The Coastal Corporation, and several other energy firms. 

Earlier in his career, David worked in financial services as Treasurer and Director of sales at Bridgewater Associates, and as a banker in the energy division of Manufacturers Hanover Trust. 

David serves on the board at Southern Methodist University Dedman College and The School of American Ballet in New York. A frequent presenter at industry events, David also teaches energy transition at the Jones Graduate School of Business at Rice University. 

David earned a master’s degree in finance from the A.B. Freeman School of Business, Tulane University and a bachelor’s degree in psychology from Southern Methodist University.

Executive Director

Sandy Guitar is the Executive Director of Tex-E, leading at the intersection of innovation and higher education.

Sandy is a Co-Founder of Weathergage Capital, a venture capital and growth equity fund of funds managing approximately $1.2 billion in venture capital partnership investments. Weathergage has longstanding relationships with venture capital funds that we believe are resilient, innovative trendsetters with strong track records and that we believe can benefit the institutional investor. Sandy was previously a General Partner and Managing Director at HX Venture Fund, a venture capital fund of funds focused on producing superior returns for its Limited Partners and on developing the startup ecosystem in Houston, TX. Sandy began her venture capital fund of funds career with Knightsbridge Advisers, and since that time has shared in the investment, investor relations and fundraising activities of 8 funds of funds.  
 
Sandy is a member of the Board of Regents at the University of the South, Sewanee, and Chairman of Sewanee’s investment committee. Sandy is also an Advisory Board member of Rice University’s Liu Idea Lab for Innovation and Entrepreneurship, or Lilie.  Sandy has an MBA from the Kellogg School at Northwestern and a B.A. cum laude from the University of the South, with her pre-college education in London. Following her degree, she was awarded a Watson Fellowship, traveling to and studying business management styles in Japan, India and Australia.

As Chief of Staff, Faith plays an integral role in growing and supporting TEX-E and its impact. Faith’s focus is on fundraising, communications, research, and operations for the organization. She works closely with TEX-E’s University Partnerships Director on programming events.  

Prior to joining TEX-E, Faith spent five years with Greentown Labs in evolving roles focused on development, grants, engagement, communications, and leadership support. Faith played a vital role in launching Greentown Houston in 2021, and co-led Greentown’s diversity, equity, and inclusion efforts. 

Faith has a Communications and Cultural Studies degree from Clark University in Worcester, MA. She is a certified Climate Reality Leader from Al Gore’s Climate Reality Project and participated in the New England Region Cohort of the Environmental Leadership Program
